Labour (1900-07-18 - 1996-07-11)

The Department of Labour was established pursuant to the Conciliation Act, 1900 (Statute 63-64 Victoria, c. 24, assented to July 18, 1900). The department was under the control of the minister designated by the Governor in Council to administer the aforesaid Act. Mulock, Aylesworth and Lemieux, who were successively Postmasters General, were so designated during their terms in that portfolio. The office of Minister of Labour was created by Statute 8-9 Edward VII, c. 22, assented to May 19, 1909.

    Department Change
    The office of Minister of Labour was re-established under the broad portfolio of Human Resources Development. The departmental structure was to be similar to the one in the Department of Foreign Affairs and International Trade. Legislation to this effect was introduced in Parliament in due course. By Statute 42-43-44-45 Elizabeth II, c. 11 (1996), assented to May 29, 1996 and in force July 12, 1996, a Minister of Labour may be appointed. Where no Minister of Labour is appointed, the Minister of Human Resources Development shall exercice the powers and perform the duties and functions of the Minister of Labour.

    Department Change
    On November 4, 1993, the minister was formally appointed to the existing portfolios (Labour, and Employment and Immigration) from which the new portfolio (Human Resources and Labour) was being created. The new responsibilities, however, took full effect immediately. On January 10, 1994, the Prime Minister agreed to the new title of Human Resources Development for the portfolio.

    Department Change
    The Department of Mines was presided over by the minister of another department who was to be named by the Governor in Council and who was to be called "The Minister of Mines". The Minister of Labour was designated to be ex officio the Minister of Mines on February 3, 1932. He held the office until October 22, 1935.

    Department Change
    During the 25th Ministry, the portfolios of Labour, and of Employment and Immigration were to be restructured into a new Human Resources and Labour portfolio pending the eventual passage of a Government Organization Act. Until passage of the new departmental statute, the Minister had been formally appointed to the existing portfolios from which the new portfolio was being created. The new responsibilities, however, took full effect immediately. Parliament was dissolved before this change could take place.

    The office of Minister of Employment and Immigration, and Minister of Labour were abolished and the office of Minister of Human Resources Development created by Statute 42-43-44-45 Elizabeth II, c. 11 (1996), assented to May 29, 1996 and in force July 12, 1996. By this Act, a Minister of Labour may be appointed. Where no Minister of Labour is appointed, the Minister of Human Resources Development shall exercice the powers and perform the duties and functions of the Minister of Labour.
